May 9 (TheLedger) - A working paper proposing a phased increase in seats reserved for women has begun circulating among party secretaries ahead of committee debate in January.

The draft stops short of a national list-only model, instead carving district-level floors that proponents say preserve competitiveness while guaranteeing visible representation.
